Project Manager – Construction and Community Development

Gulf Christian Services is an independent, interdenominational faith-based organisation operating in the very remote Gulf Province on the southern coast of Papua New Guinea. It administers two hospitals in the area, Kikori and Kapuna. Kapuna Hospital has been the only health service accessible to approximately 35,000 people in the Gulf since 1950 when it was founded by the London Missionary Society. Across the two hospitals, we are running a number of projects sponsored by Total Energies, Wild Geese (a Netherlands-based organisation) and the Local government.
Responsibilities
As Project Manager you will be responsible to:
● Provide administrative, management and leadership support to current and future projects.
● Overseeing various projects on both Kapuna and Kikori Hospital campuses.
● Advise and assist partner relation communications.
● Assist in the preparation of a formal application to PNG-Australia Partnership Incentive Fund for a Water and Sanitation project in Baimuru villages.
● Work with Kapuna leadership to develop a comprehensive development vision, plan, implementation strategy and network partnerships to support grant application and approval.

He/she provides advocacy and effective awareness on Health Promotion and health issues relatively in the agency context and the surrounding communities. The Health Promotion Officer reports to the Church Agency’s Health Services Manager and ensures the promotion and roll out of the Health Island Concept (CHS EDEN) within the catchment areas of every health facility operated by the Church Agency’s Health Services.
Principal Accountabilities for the position:
- The incumbent is accountable to Agency Health Manager and is responsible for managing the health promotion activities and programs for the agency.
- The Health Promotion officer uses his/her expertise to make sure that the advocacy, training, and follow-ups are done to implementing facilities and sites routinely.
- The incumbent is also responsible to provide activity reports to the Agency Management, CHS PNG, Provincial Health or PHA and other partners.

- Reports to the Manager, Medical Services of District Hospital to plan and implement radiography services, delegate, and manage radiography case load both within and outside of hospital

Major Duties:
- Coordinate the implementation of radiography services in accordance with hospital policy and priorities
- Work with other clinicians within the Hospital to provide radiography services to clients

Position Overview:
Specialist Nursing Officer outpatient is responsible for the day to day organizing, coordination the conduct of the flow and patient triage at the Kapuna District Hospital Emergency Department. Will be responsible for the Accidents and Emergency cases presented to the Kapuna Rural Hospital.
Principal Accountabilities for the position:
- Directly responsible to the Sister In-Charge and the Senior Medical Officer – Rural Medicine
- She/he will be responsible for the implementation of the plans for all Accidents and Emergency cases in conjunction with the Rural Medicine Specialist.
- Responsible for the referral of patients to seek specialist care in other specialty areas of the hospital from time to time as directed by the Rural Medicine specialist.
Major Duties:
- Plans organize coordinate day to day Accidents and Emergency clinics including specialist Clinics according to schedule.
- Prepare for specialist clinics plans and ensure all the necessary equipment and supplies for the planned clinics.
- In collaboration with the Sister In-Charge the daily clinic roster and invite specialist for the conduct of the clinics.
- Supervise/conduct critical patient triage from time to time.
- Maintain daily attendance records including the Staff Roster to ensure adequate cover for
- all shifts.
- Provide medical drugs and information as required and as ordered by the doctor.
- Ensure all doctor’s ordered specimens are collected, dispatched to the laboratory/tested on site results collected and entered on to patient’s records.
- Advice patient on next visit date to the specialist clinic.
- Advice Sister In-Charge and the Rural Medicine Specialist on the resource requirements including drugs and other medical supplies for routine OPD care and Specialist clinics.
- Ensure client specific information is always kept confidential.
- Monitor the level of required standard drugs required by the patients are in stock and ensure these are properly managed and supplied to the clients only.
- Ensure rule and regulations are and policies regarding patient admission and referrals are communicated to other nurses involved and the instructions are followed.
- Support the Clinical Manager in all aspects of infection control and those universal precautions are followed /maintained both at the general Outpatient area and the Emergency department.
- Organize and conduct in-service training for new staff and Specialist staff on standing orders and new treatment guidelines or new treatment regimens from time to time.
- Liaise closely with the outreach coordinator for community education, including school health visits and undertake public awareness on prevailing disease patterns as required.
- Collect and provide regular statistics (Clinical Audit) and briefs for the clinical Manager to be forwarded to the Manager Nursing Services.
- Support and participate in the relevant operational research as directed
- Undertake other duties and consistent with the above.
Work Experience:
- More than (3) three years’ experience in Rural Health Care and other relevant settings within the Health Setting of PNG.

Principal Accountabilities for the position:

- Plans organize coordinate day to day General In-patient and assist with the Accidents and Emergency clinics including specialist Clinics according to schedule.
- Prepare for specialist clinics plans and ensure all the necessary equipment and supplies for the planned clinics.
- In collaboration with the Sister IN CHARGE the daily clinic roster and invite specialist for the conduct of the clinics.
- Supervise/conduct critical patient triage from time to time.
- Maintain daily attendance records including the Staff Roster to ensure adequate cover for all shifts.
- Provide medical drugs and information as required and as ordered by the doctor.
- Ensure all doctor’s ordered specimens are collected, dispatched to the laboratory/tested on site results collected and entered on to patient’s records.

- Advice Sister IN CHARGE and the Rural Medicine Specialist on the resource requirements including drugs and other medical supplies for routine OPD care and Specialist clinics.
- Ensure client specific information is always kept confidential.
- Monitor the level of required standard drugs required by the patients are in stock and ensure these are properly managed and supplied to the clients only.
- Ensure rule and regulations are and policies regarding patient admission and referrals are communicated to other nurses involved and the instructions are followed.
- Support the Clinical Manager in all aspects of infection control and those universal precautions are followed /maintained both at the general Outpatient area and the Emergency department.
- Organize and conduct in-service training for new staff and Specialist staff on standing orders and new treatment guidelines or new treatment regimens from time to time.
- Liaise closely with the outreach coordinator for community education, including school health visits and undertake public awareness on prevailing disease patterns as required.
- Collect and provide regular statistics (Clinical Audit) and briefs for the clinical Manager to be forwarded to the Manager Nursing Services.

- More than (3) three years’ experience in Rural Health Care and other relevant settings within the Health Setting of PNG.

Position Overview:
The Agency Health Manager shall be a Registered Nurse or Health Extension Officer or a Health Administrator from a Health-related discipline and is responsible to provide central coordination to all established agency’s health facilities and training schools in service delivery and health training. The incumbent is responsible for all general administration and management of the health services provided by the agency in the district or districts of the province.
The Health Manager coordinates with Health Facility Officer In-Charge, other Church Health Agencies in the Province, Government Health Service providers and other stakeholders and Donor Agencies through health programs which includes; grant activity, provides technical support and administrative advice and assistance to specified public health related programs, contracts, and activities. The incumbent manages the delivery of health care and service related to public health issues, infrastructure, review, and programs and therefore must be able to communicate well, establish and maintain working relationship with the Provincial Government, Partners and Stakeholders. Shall be the Representative for its Agency in the Province and at the CHS National Level.
Principal Accountabilities for the position:
Accountable to the Church Government Liaison Officer, CHS CEO and Churches Health Services Authority, for the overall management, administration and coordination of the Church Agency Health Services program implementation in the Region, Province, Districts and Facility.
- Provide support and advisory services to the District Administration and Local Level Governments and ensure rural health services are delivered within the parameters of the priority health programs provided by the church.
- Maintain effective administration in planning, budgeting, and accounting and in reporting for all health facilities and health programs for the agency.
- Ensure human, financial, and other resources for the agency is provided and managed efficiently and effectively to gain expected outcomes in core indicators.
- Ensure the Church Agency is providing health services within the parameters of the existing service agreements.
- Provide annual management report to the Church Administration/PHA and copy to the National CHS Secretariat and where required to the Department of Health pertaining to technical matters.
- Regular feedback on the overall operations of the agency health operations to the relevant authorities.
- Six (6) monthly Staff Appraisals – senior Health Officers and OIC- Health Extension Officers of the Health Centre, Health Sub Centres, Community Health Posts, Aid Post Supervisors and support staff.
- Planning, implementing, monitoring and reporting of all National Health Policies and Programs in the respective church agencies.
- Facilitate the development of Sector Annual Activity plans for input into District Plans.
- Ensure the effective coordination of health staff and resources based in the district /division.
- Effective coordination of church health plan in the light of the National Health Plan and other relevant district and provincial health policies.
- Effective management and control of revenue and expenditure of sector funds in the district/church.
- Ensure the effective coordination and implementation of Health Projects and infrastructure in the district.
- Collaborate and participate health development relatively with the provincial health authority.
Major Duties:
- Provide technical, logistics and administrative support to health service operations in implementing the National and Provincial Health Plans, Health Policies and Strategic Directions in the District/church.
- Facilitate development of medium and long-term plans with budgets to achieve objectives of the Strategic Directions for Health in the respective church health agencies.
- Maintain good governance and transparency in accountability pertaining to financial resources, human resource management and asset management.
- Monitor and evaluate performance in core indicators Annual work plans and against resource allocation on quarterly basis.
- Maintain and provide the reports, District Health Reviews with the District Health teams.
- Provide technical and policy advice to the District Administrator and senior District Health Officers and partners in Service Delivery in the Districts and the LLG/church health service context.
- Maintain mutual cooperation and understanding with development partners, stake holders on their contribution in terms of technical and financial support for the health sector in PNG.
- Other duties as directed by the Administrator consistent with Health Plans, Health Strategic Directions, and relevant Health related legislation.
- Maintain regular liaison with counterpart District Program managers and District Administrators and Health Technical Program Officers for appropriate Divisions to ensure a coordinated approach to delivery of public health programs, as well as other important functions such as recruitment, staff discipline, conflict resolution, annual budgeting, financial control, resource allocation and utilization.
- Provide advice and directions in all areas of priority public health programs implemented in the agency.
- Preparation of an efficient management of the Division’s annual Budget and finances for efficient delivery of priority Public Health programs in the province.
- Preparation of annual Public Health Services Divisional report to the Director Public Health/CHS office Secretariat.
- Develop the Division strategic training plan in line with the PHA’s overall training plan for gradual skills development and enhancement of individual officers.
- In consultation with the Deputy Director Curative Services, develop and support regular outreach programs for engagement of provincial hospital and district hospital/health center’s staff.
- Undertake supervisory visits to district health facilities, District Health Office and support field staff delivering public awareness on important public health program and promotional activities though outreach activities and special patrols as required.
- Monitor medical equipment and use essential medical supplies and liaise with Deputy Director Public Health Services and to follow up with Medical Supply system as and when necessary;
- Collect and analyze vital information for monitoring priority programs and advice the Director Public Health through the Deputy Director Public Health for appropriate directions for improve service delivery
- Facilitate and implement Districts and Provincial Public Health Review biannual.
- Support and assist the District Health and Public Health Program Officers to prepare annual budget and Annual Activity Plan.
- Plan and coordinate all the Health Policies and Programs work in the district.
- Coordinate, direct and control expenditure and produce financial reports to the District Administration.
- Supervise and control all Health Policies and Programs and resources in the district.
- Liaise with other Sectors, authorities, Parliamentarians and Community at large on matters relating to Health Policies and Programs Provide statutory and operational reports to the District Administration and technical copies to the Director Public Heal.
- Provide advice to Chairman JD&PBC and Presidents of the LLGs in the District on matters pertaining to Health Policies and Programs in the District.
- Provide coordination of effective clinical management of emergency medical evacuation of patients.
- Provide technical advice and coordination of the implementation of health infrastructures and projects in the district.
- Carry out other roles and responsibilities as and when required in consistent with the Sector’s policies and program.
Reporting relationship:
Health Program Manager reports to the Church Government Liaison Officer and Provincial Health Authority’s Director Public Health management services and copy to relevant subordinates such like the Deputy Director Public Health and the Office of the National CHS Secretariat. The position provides leadership and advisory over all managerial positions in the District Health Service as established.
